Rehabilitation is the eternal theme of disabled people's work. The assistant is the lifelong companion of disabled people's life. Rehabilitation assistant is the indispensable basic condition for their participation in society, integration into society and self-reliance. In recent years, the change of social environment and the aggravation of population aging have made the demand for rehabilitation aids increase dramatically. It is becoming more and more common to improve the ability of independent living by using aids. According to industry survey, in recent years, the average annual growth rate of output value of domestic rehabilitation aids enterprises is more than 15%. In the State Council's Opinions on Accelerating the Development of Rehabilitation Auxiliary Instruments Industry published in October 2016, the State Council for the first time carried out top-level design and layout of Rehabilitation Auxiliary Instruments Industry at the national level, and predicted that by 2020, China's Rehabilitation Auxiliary Instruments Industry will exceed 700 billion.
700 billion means that rehabilitation aids will play a more and more important role in the field of old-age assistance and disability. At present, there are 85 million disabled people in China, involving 260 million families, more than 50 million disabled people with rehabilitation needs, 167 million elderly people over 60 years old, about 70 million elderly people with rehabilitation needs, not to mention that there will be nearly 400 million elderly people in China in the next two or three decades. In addition, China is also the world's most disabled elderly countries, the growth rate is faster than the aging of the population. For this reason, Professor Fan Yubo, Director of the National Center for Rehabilitation of Auxiliary Devices, once publicly stated: "Without the support of technology and industry of rehabilitation auxiliaries, it can be said that there is no way to solve the problem of old-age disability in the future."
The 700 billion-dollar industrial scale also means that the rehabilitation assistant industry, as an independent industry, will have the best opportunity to develop by leaps and bounds with the support of national policies and the sustained attention of the industry. However, as we all know, there are still many problems in the development of rehabilitation aids in China, such as weak industrial foundation, incomplete industrial chain, insufficient independent innovation ability, weak clinical transformation ability of some high-end intelligent AIDS technology, unsatisfactory application of rehabilitation aids, and inability of many disabled people to use AIDS correctly. For example, the cognition of complementary personnel:
On the one hand, among the medical, educational, employment and disabled workers serving the disabled, besides recognizing the common wheelchairs, crutches, prostheses, hearing aids, blind sticks and other routine aids, they have a better understanding of some communication aids, computer aids, personal medical aids and environmental improvement aids, intelligent personalized aids, etc. Less, so that the disabled who need these aids can not get the corresponding services. It is reported that there are 41 million disabled or semi-disabled elderly patients in China. Less than 10% of the patients have real access to rehabilitation services and fewer are equipped with assistive devices.
On the other hand, although some rehabilitation assistants know about assistants, they do not know which assistants are needed for decomposition of motor disorders. Even now, less than one third of the 725 categories of the 11 main categories of international standards can be used as auxiliary tools. In addition, it is also weak in the evaluation of accessory requirement adaptation. Therefore, only by fully tapping and discovering the needs of the disabled, can the research and development and production of assistive devices really meet the needs.
